28 November - 2 December 2011, Phnom Penh, Cambodia
Representatives of States Parties to the Mine Ban Treaty, States not Party, international organizations, UN agencies, the International Committee of the Red Cross and ICBL members gathered in Phnom Pehn, Cambodia, from 28 November - 2 December 2011 to assess challenges and progress made in the universalization and full implementation of the Mine Ban Treaty.

Mine Clearance Issues
The ICBL issued a paper reviewing basic Article 5 requirements and providing food for thought on mine clearance issues, including how to address the situation of states that discover mined areas after the expiry of their mine clearance deadline.
States that will not be able to meet their 2012 treaty-mandated deadline for mine clearance are submitting deadline extension requests for States Parties to decide on at the 11MSP. The ICBL has prepared comments on each request to help States Parties in assessing the request.
